Hmm maybe its not the size of the icon but the size of the file ? How much KB is it?
If so you probably have too much layers/animation franes

it says it is 108 kB but I have done icons which are way bigger ;o; I can upload the static one though

Hmm thats probably to big KB for an icon , atleast i know it from the icon problems i had in the past .
You can try deleting 1 or 2 frames but meh i dont know it could also be some sort of glitch
